No, it doesn't silence me.
If your calling a "consipiracy" a simple act of two or more people planning and then committing a crime, then yes, this was in fact a conspiracy - A conspiracy commited by over a dozen people who weren't citizens of the United States.
I think a consipiracy is much much more than just this simple act. Usually the terms is a reference to the government covering something up.
I like this much better:
CONSPIRACY
Common non-legal usage, is the act of working in secret to obtain some improper goal, generally with negative connotations.
Did our Government cover anything up? I find it highly unlikely when the head of a terrorist organization is saying they did it.
