I've scrambled fighter jets. They didn't "fuck up". They had no idea of what was going to happen I'm guessing. Planes (and large ones) fly within close proximity of NYC ALL THE TIME. The gov't was asked that very thing more recently that 1927 and they apparently didn't answer.. which brings on other questions today..
