I think the immigration policy needs to be opened up further. The job market that used to be covered by 15 - 18 year olds has totally disappeared. I can't drive past a gas station or fast food place without seeing a sign saying "Now Hiring". Even McDonald's uses their marquee to display wage rates trying to get people to work ($9.50/hour - I would've loved to have made that when I was in high school!). Kids are so spoiled now, nobody wants those jobs. I'm surprised business owners aren't pushing for an unskilled labor immigration category.
