It mentions a date, not a day. That date happened to fall in the middle of the week back then, even so it was during a pay period. Count back the correct number of weeks and there's your answer.

I don't think the send out day is an issue here and I think we should be happy for the winners. It was the first check ever sent out, so the payout dates and the period dates may have been different (in regards to a monday) but still the 7 days delayed policy was in affect.
