If you don't find someone here, check out rentacoder.com - I've had great success using them.
The trick is to avoid the idiots from the start. I search for completed projects of a similar nature, then browse the history of the programmer/designer that did the work. They show after-project comments and tips (yeah - actual extra bonus payments) and they show the rehires, etc.
When you find someone good, invite them to bid on your project.
It takes a little longer than opening it up to general bids, but it's a lot better in the long run, IMHO.
I'm happy to see you are creating functional specs! Never leave that up to the programmer - they'll feature you to death (I'm a programmer so I know it's true!).
