Right before the harvest, that's supposed to happen. Energy has to go into growth of buds, not growth (or much maintenance) of leaves. Aside from that, the more the plant "suffers" during the final stages before harvest, the higher the THC content tends to get.
The shape of the plants (tall & slim rather than wide & full) is probably just the result of the strain used. In my experience (all in the past, of course), a strain like Purple Power produced short, full plants (about a meter high, equally wide, grown indoors), while one like Northern Lights/Skunk produced thin, tall plants (up to 3 meters grown outdoors).
