I had an account that was performing badly on decent traffic.. What we did was watch the attempted join to approval rate percentages over a period of a week. Without getting into details the numbers were terrible at the time. I was given another account and sent the same traffic for another week and my numbers improved by 70%. When going back to the old account the numbers fell again.
Now its important to note the original account having the hell scrubbed out of it was under the charge back threshold, was converting to monthly at an average percentage and had no other "fraud" type problems.
Why would one account get scrubbed more then the other?
Anyway take from that what you want. There are a lot of things in play at all times.
