If all you're doing is bulk color-correction, then $250/1000 isn't too bad.
If you're needing manual photo retouching (fixing razor burn, removing scars, tattoos, etc.) and color-correction...$250/1000 is very unrealistic.
Assuming it takes 5 mins. per pic - that's 12 pics per hour @0.25 per pic. Only $3 bucks per hour.
