Most high grade teflon pots or pans do not chip or peel. Then everyone should know not to heat them to hot empty or bake in them. Other than that they are safe.

Cast iron cooks better anyways. Let him do what he wants. Actually BAKING in teflon would be safer because most people bake things under 400 degrees and definately under 500 degrees.
I suggest if you buy teflon pans don't be cheap and buy the low cost wal-mart on sale crap. Buy the good stuff. And cook no higher than med to just under medium high. And don't leave the pan empty sitting on the stove while the burner is on. Teflon skillets are good because they have temperature settings on them. Still nothing beats good old cast iron. And if the iron flakes off at least that's good for you.
