I would have to say that this opinion is fairly representative from honest conversations I have had with webmasters and at conferences. Everyone has problems in the industry from time to time and dealing in porn has its ups and downs frequently.
Just stop breaking promises. You might have inherited the problem but its time to fix it. The Ibill brand is worth shitloads. I once talked to the COO of Coca Cola and he told me that if all the coke, trucks, people, buildings etc etc of Coca Cola were to disappear overnight, Coca Cola could be rebuilt within months because the name is so well known and was trusted for so long. Just get your fucking shit together, pay up, and webmasters will come back. If you survive this, they will think you can survive anything and you dont fuck webmasters over.
And if they don't believe me, put Ibill up for sale and I guarantee people will jump all over it for the database, weblinks, previous reputation and brand name.
