O RLY? You'd be quite surprised, most of today's programs where built that way and new ones show up everyday. Most of them will fail, but one or two here and there will succeed and then get better, as in design, content, interaction, whatever.
On the other hand, I can name you quite a bunch of programs built with some decent budget that failed miserably... and that's counting 2005 only!!!
Nothing is black and white, we've built sites with 6k filled with exclusive content and them some non-ex, I consider that cheap for exclusive, also built sites with budgets below 5k filled with LOADS of non-ex content. Question is: who will you sell this to? How will you market it? How will this site work? Which features will it include? That's the real magic, everybody and his neighbour could buy 200,000 pics and a few thousand vids and make a couple of sites... but do it the wrong way, and you just wasted your money. This applies for "decent budget" programs that failed as well as cheap bastards
