As to the original question, Americans think they can police the rest of the world because they think they're better than everybody else, simple as that...typical ethnocentric attitiude. Not saying that ALL americans feel this way, but the people in charge at least do. Ask yourself this...if they thought they were inferior as a nation, why would they feel they have the power to police anybody else? Its just the exact opposite.
