CP itself is almost minor in a weird way, but it the tip of an iceberg - it's the actual physical offenses against children that matter. This shit ranges from molestation right thru to abduction, torture and murder. 2257 is little more than a record-keeping law - a pedo website ain't exactly gonna be complying with 2257 and there are usually far more serious offenses to charge em with than failing to keep records. (Tho it can also be a source of intelligence on a wider range of other offenses thru association with actual "producers" of CP and their "friends" - who are often spread across the globe.)
It equates with drug dealers in a way. Apart from all the minor players, - the "serious drug dealer" is rarely charged with drugs offenses, but often end up on death row by murdering one or more people. A trip to Huntsville can be an education!
A short time ago (suspect this is still ongoing), there was a multi-country operation on pedos in the US, Canada, Holland and the UK. Some aspects of that were classic in that three individuals were targetted (all known pedos and they all knew each other) who were closely linked to the disappearance of several children (they are still missing and now presumed dead), but little "actual" evidence on which to bring charges.
Stuff like 2257 pales into insignificance when ya look at the broader background of the actual physical abuse and possible murders of children, presumably to keep them from talking. There are evil shitbags out there and 2257 ain't gonna stop them.
