Yes, the 'law' is a problem. It was so bad that the DOJ had never done a single 2257 inspection when Congress passed a statute requiring Ashcroft & the DOJ in 2004 to revise the regulations.
So yes, I also applaud Ashcroft for not making any 2257 inspections, and for the DOJ finding ways to prosecute CP without resorting to 2257 prosecutions.
