In most normal industries, potential customers would stay away in droves and working like that would be a quick way to get bitten in the ass. But this is online porn, where bandwagons substitute for professional judgement and there is always another flock of sheep...
I am a TGP operator so I understand fully about the cost of reviewing all those galleries etc. Better software can help a LOT with reducing the cheaters and even the crap gallery submissions. But that software doesn't exist for the vast majority of TGP operators. If you're a huge stable site that has a shit load of inbound links already, then going to paid partner accounts can be a good idea (although if your that big your probably hiring cheap labor to build your own galleries on other domains as well). But cutting back on all those "free" inbound links when you're not a huge site or established, is just folly in my opinion. In fact, the truly smart operator will think of ways to maximize all those recip links.
