The policy is that ePassporte will not get involved with disputes between two card holders. They have to solve it up between themselves. A p2p transaction is like a CASH transaction. "Buyer/Seller be aware".

Shouldnt everything between 2 private people be considered a cash transaction, such as paying for a design or traffic or whatnot?

There are different rules for business to personal account and personal account to business accounts, those transactions can be disputed.
