Moneybookers issues

I recently needed to send payment to a business partner is Bulgaria who had done some site design for us. I looked at Moneybookers.com as this worked out much cheaper than western union.
We both opened an account and I sent him the money via moneybookers. I got an email from Moneybookers the next day saying because I had used their services for 'commercial purposes' I would have to verify my account and it would be locked until I did this. The business partner in Bulgaria also got the same email from Moneybookers.
They wanted a copy of my ID
proof that I was running a legitimate business
Information on the nature of the business


This was nearly 4 weeks ago that I sent them the required docs after several phone calls and emails to moneybookers I still havent got my account re-opened and neither has my business partner in Bulgaria. They keep telling me that someone will look into it and I get back to me.

I have had to send my business partner the money via western union in the end as its taken so long .

I can understand them requesting ID but why they need to know what the nature of my buisiness entails I don't know.
My bank doesn't ask me why I am sending a cheque to someone so why should moneybookers.

I would aviod using moneybookers if you need swift payments as their support is a joke.
