A long time ago, when the internet was pretty new. We used to take care of things like that by image sourcing entire sites on pages that got extremely high traffic. Results were always that the site in question was rendered useless and usually shut off by the host. (way back then, there were no switch ports that could be shut off)
This is of course was defeated once .htaccess could defend against that and smart switches / routers were in place as infrastructure.
But, nowadays, browser agents can spoof referrers easily.
