Yeah, if the branch it was drawn on was in Vegas, and he went there he might be able to . . . depending on the amount. If it is too much they might make a phone call to verify that the check is real

You mean pawn shops? While there are out of state check cashing services, they are not usually for second party checks . . . and the fee they charge is pretty fucking high

Correct. Bring as many pieces of photo ID as possible.
Call the branch ahead of time to confirm.
Second choice: Go to a check cashing place and wait up to an hour for them to verify you and the check and then pay maybe 10% fee to them. Again call ahead to confirm.
