Most Europeans would regard not having access to electricity, water and health care third world, regardless of how it is defined.

Its funny when people from west Europe come to this "3rd world countries" and wonder that there is not 18 degrees inside in the winter(like in those great countries), the refrigerator is full with food and the house is owned by the people who live in, not by the bank.
