I was mistaken. CCbill called the old number on my contract and left a message that I had been subpoenaed. However, I don't use that number anymore so they just left a msg. with the new owner of that phone number.
So I am hereby stating that after I got subpoenaed, ccbill DID try to contact me. They could have used the email address on the form, (which they didn't) but the legal dept. at least called the old telephone number.
I hope that this will clear things up.
