I'm glad you asked ... I'd visit NuclearTargets.com for mostly likely targets and NuclearAttack.com for discussion ... ok, such websites don't exist yet, but the domains do exist and are for sale ...
Seriously though, there has actually been some interest in NuclearAttack.com with offers into the mid 100s.

p.s. I'd toke up, and party like there was no tomorrow ... or alternatively, if time allows, perhaps I'd go to some country in South America (likely among the safest places to be in an all out nuclear war) and start anew down there - folks in some of those cities down there really know how to party.
