I mean, it's like saying "Government Conspiracy". It's kinda meaningless. Maybe in that case people mean "a conspiracy of 4 or 5 individuals".

Same with the CNN thing. It is a huge multi-armed beast. So many reporters and people having to make on the fly decisions that all kinds of stuff comes to be. So some reporter is live on a scene and reporting with their words, their thoughts, and their senses and damn, some of THEM care. Hell, some might even care more about people more than any of the various media awards. I HAVE heard people profess such things.

I personally don't buy into the Synecdoche-like viewpoint, the personalization of some corporate structure or entity. I think it leads to meaningless statements. So when you say "somehow I think you knew this", yes I do know what you are saying but I don't know what you mean.
