Personally, the amount of traffic he'd send would be worth more than his training.

You could train him for 2 weeks and give him everything he has to do, but if he's not using the knowledge, not using it properly or just damn lazy, maybe he'll send us 10 hits a week

if these affiliates were great sellers, wouldn't it be better to receive a percentage of what they made than a flat fee for providing these affiliates?

Gotta talk volume to make this worth anything. If they can't sell (even with all the training in the world), they're still useless. If even one of them can become a whale, then you got something to bargain with. It's all about what they can (or could) do down the road that adds bargaining power to the table.
