what does that have to do with import/export?
the tax on manufacturers was 14%
by removing that, they needed a way to get that 14% somehow from taxes
7% became a goods tax, and 7 for services

The 7% Goods and Services Tax (GST) is a relatively new tax that came into effect in Canada on January 1, 1991. It replaced the out-dated 13.5% Manufacturers? Sales Tax (MST), which had been in effect since 1924.

I use to get charged for that .I t was a real pain. GST is a more appropriate tax.
