Seriously, you need the following:
A pretty good knowledge of HTML (presumably as a webmaster you have that)
A spell checker that *also* has knowledge of HTML (you should spell check your blog and it's nice when a spell checker doesn't tag "HREF" or "IMG" as non words...)
That's pretty much it. Make the text interesting and appealing to your intended audience (and original!) and you'll get traffic.
