Lol now that you mention it I checked my gallery domain and it sure looks like it has been blacklisted so yeah man it can easily happen - dedicate a domain to your gallery submissions and others for straight SEO work

new domains are only sandboxed in the serps, your site will still get index'd just as fast as a non-sandboxed site.. ( i.e. all domains are index'd unless they are banned )

How old are your domains that you've used for gallery submitting? I never had that kind of problem with my gallery domains, max some duplicate content filters sometimes.
