Its not because it might be smaller that it takes less time to do. In order to do a logo, you must think and research alot... Nike paid 4M$ for their logo and its just a line...
If you only wanna pay 100$ for a logo, outsource in romania, russia, bulgaria or similar... Where the average salary per house is like 100$/month.. Then you'll have dedicated designers to work 1 month for your logo :P
