Hate to say "it depends", but it seriously does with pizza and food in general.. Sure each "chain" has a recipe they follow, but especially with dough it could be fucked up just by having too much or too little humidity or temperature.
Having said that, my local Dominoes does an awesome job with their store and the ones I get delivered from them are always super good.
My local pizza hut sucks, the dough is always tough and just tears like cardboard or something, and pools of orange grease is all over it. blech..
