Actually there is a way - depending on what OS you run. You can download proggies to do this for any OS...but if you're running XP, you can set a limit to the % by doing "level of priority". To do this:
1) Right click the taskbar. Go to taskmanager.
2) Tab to PROCESSES
3) Right Click on the application hogging your CPU (the vid editing software)
4) Set priority to low (or whatever you want)
Basically that makes it so whatever you're doing takes precidence over that application. For example, I set SETI@HOME to LOW so that I can run it 24/7. =D
