how can i bind a program to use a specific IP or NIC interface. eg. eth0:0
40$ to the person who comes up with a working solution.

sure, but not an easy one.
You can write a lib that rewrites connect
to use the ip you want.
but thats much more trouble than modifying the program.

On linux yea,
on freebsd you can rotate them iirc
