There simply are a lot of laws protecting minors in germany. Many of the german sites are run by companies located outside of germany, sometimes the owners still live in germany though. This is of course all a gray area really, but normally I would expect that the german law enforcement will first look for germany based companies before it goes after foreign ones which might have people living in germany.

But its really a gamble.
