You made it CP by presenting it in an adult forum in a "porn" context.
While images of this "young" model may be legal when put by themselves, you cannot put them in a context that even suggests sex. Putting her here (porn webmaster board) puts her in a sex context, so regardless of the amount of clothing, it became sexual, and therefor, CP.
