Paypay was terminated by one of the card associations for excessive chargebacks and then they sold to ebay a few weeks later and Wells Fargo took on the risk and processing and gave a guarantee to V/MC on the chargebacks.
Wells has a 10% ownership in ebay and they sent in a team of underwriters from Wells Fargo and basically turned Paypal underwriting to mirror their Bank Program which is conservative by most accounts and that's when the adult, escorts, dating sites and the rest all got their letters saying good bye !
