seems like a guy with personal problems , , got drunk at some bar , had a fight ,
police takes em in on minor charges, no real criminal stuff
treats em as just another drunk causing nuisance ,
the drunk got drunk because he had problems, and maybe was already thinking about doing some stupid stuff with his gun ,
and now when in custody , he just did it without thinking ,
