What is "fair market value"? If I own a piece of property, expect the value to rise, and want to hold on to it because of that, is the only value it has the current value? If
this guy had been forced to sell his home 20 years ago for "fair market value", he would have been screwed out of quite a bit of money.
Fair market value only has meaning within a free market, where transactions are free rather than forced.
