I know that feeling about roads well!!
Depending on the plot and elements within the plot, there may be loads of ways of funding for both roads and any ultimate project you may want to do.
I got one plot of.. just under 1000 acres on the Pacific coast at the moment and got loads of help and dev funding from international orgs in the pipleline, - it all takes time and ends up a full-time job. But hope to start seriously next year.
