that's not the issue...the issue is that the ID cards (if they were issued - and a lot of people didn't want them in the first place because they didn't want to be on a "list" that the feds could get their hands on) are local, and the feds don't honor ID cards, prescriptions or anything else. so it doesn't matter what was issued, the feds would still consider it illegal.
for the reputable dispensaries, you still need to show your prescription and certification, and they make you wait outside for 15-20 minutes the first time you're there, while they check your documents and confirm them with the prescribing physician, etc. that's all "legal" as far as the state is concerned - it's the feds that don't care.
