If I'm not mistaken, I believe networks are allowed to use most profanity within context, but choose not to because of sponsor "moral" issues. I'm not sure though.
I do know Comedy Central is part of a premium package for cable/sattelite and not included in basic service, so that might be why also.Comment

The FCC only has the authority to regulate the public airwaves. That's only the old networks like ABC, NBC, CBS, etc - stuff anyone can get for free over an antenna. Those channels (and radio) operate on limited available frequencies and permission to broadcast is granted by the government. That's why they must comply with government rules or risk having their license taken away. Cable TV enters your home via privately owned underground networks, and therefore is not subject to regulation. The only censorship on any cable channel (like Comedy Central) is voluntary self-censhorhip so as not to offend advertisers or get dropped from the private providers packages (Comcast, COX, etc) There is no legal difference between Comedy Central and HBO. There are no laws about time of day or anything like that for cable TV. It's totally up to the private companies what they show. If a regular cable channel wanted to run hardcore porn and beheadings 24/7, there's nothing the FCC could do about it. Yes, some christian groups are trying to influence legislation to gain control over media they have no rational right to, but that's unlikely to be successful because the government cannot make the same arguements against privately owned networks people must pay to subscribe to.Comment
