Well it is possible when you have bandwidth Over commitments to your providers that you have to pay for and your not selling the bandwidth so anything you get (even at a loss) is better than nothing. It is a way to cut losses. Also at 27.00 a meg then add data center costs, the server costs, other equipment, like power reboot switches, firewalls, routers etc..... OH don't forget tech support......LOL the list goes on....
Oh well I guess they need to do what they need to do.
