I'm thinking it gives the surfer the 30 minutes,then when time is up thet are sent to a page asking if they want to continue at the monthly rate for $xx.xx... BUT if it is setup 30 minutes and the surfer forgets and gets charged wooooo PAY DAY BAAAAABY!
