Newest Creditcard Regulations - Effectively Kill rebills?

I got a letter today outlining new regulations from creditcard companies, and while most was standard stuff (reporting security incidents, destorying outdated cards, etc....), one point stuck out to me:

"Do not store the following under any circumstance:
    - Card-validation code (three-digit value printed on the signature panel of a mastercard, visa, discover, JCB or Diners Club card, and four-digit code printed on the front of an American Express card."

Wouldn't this effectively kill rebills? I know some banks will still let cards through without the 3-digit code, but in most cases transaction will be declined without it.

If this policy is enforced (seems doubtful though), I think it would effectively kill creditcard rebills....don't you ???

in all seriousness tho I do think this would affect rebills. I'm not sure how ti works on the processing end but I'm sure we will hear more about this soon

The security code isn't needed when you process a rebill and it's nothing new that you can't store that code.

As I mentioned some processors/banks don't require the code, but most at this moment will reject the transaction with error "Missing cv2 number" or the like.

Depends on the scrubbing level and the processor in question I guess.

Yes they'll reject it if it's an initial auth, but a rebill isn't the same kind of transaction.

As long as mainstream companies can process rebills via creditcards there is nothing to worry about.

And I don't forsee the day coming when AOL is not allowed to charge its members via credit cards on a recurring basis.

True but I've experienced more than a few merchant accounts who reject rebills off the bat if no cvv number is provided with the transaction.

We've had/have approx 15 merchant accounts over the past 3 years, so I've seen a wide range...

                                      Hi,

We are able to send a rebilling code through the authroization network that let's them know a charge is a rebill so the CVV2 code is not needed. Storing CVV2 is not necessary and against regulations.

                                      Thank you, Mitch Farber
