I guess my question is do you investigate topless 17 year old sites... ?

Like lets just say for example , i saw a girl on "girls gone wild" that was 17 and topless. How do you follow up on this complaint. or would you follow up on this complaint ?
A topless 17 yo is not always considered illegal, it is based on what is occurring in the picture. But that is not the usual situation, the images are of much younger children - 12 and younger. Plus law enforcement is actually interested in finding these victims of sexual abuse. They hardly have the resources to handle all these reports.

Follow up on "girls gone wild" - NO!
