      Nope. Other way around. You initiate the transfer at the registrar to which the domain is being moved TO. And then it must be confirmed by the owner of the domain at registrar where it is coming FROM.

      This new rule will make it even more important for site owners to lock their domains (as has been said plenty already).

      But what people are missing is that this isn't entirely bad news for domain owners. The new policy makes it easier for those people who own domains to move them. Many unfriendly registrars like to keep domains hostage (just ask anyone who uses pool.com). They make it difficult to push a name or transfer it out, and then they turn around and force the registrant to pay excessive renewal fees.

      As long as you have your names locked, have provided your registrar with current and accurate contact info, then this could be helpful.

      I do agree the potential for abuse is now greater than ever. I guess we'll just have to wait and see if the risk was worth the reward.

              Keep in mind registrars are doing what they can to protect unsuspecting customers. If you lose your domain, then they are losing their renewal fees.

              If you go to GoDaddy's site (or any GD reseller) they have a banner at the top that alerts you to lock your domains.

              Network Solutions has taken it one step further. They are automatically locking ALL of their clients domains. I believe they already did this at the end of October. The only way they get unlocked is if the user logged into their account and specifically unlocked them.

                          I just went to my control panel for ONE of my registras.

                          I started the process to change ownership on a domain that I could stand to lose. The process started with me as the owner of the domain. I was required to enter the new domain owners name. I did the transfer from me to me (so this test may be flawed?).

                          I THINK what you have described is the way it used to be. It may be possible that some registras still use that method (it may still be allowed - I don't know?).

                          This was all clear for me. Now it isn't. Thanks Baddog, I think

                          Anyway, I made sure all domains were locked anyway.

                              If so, I think what you are describing is a "push" from one account to another. Most registrars allow for a simple and easy push from account to another account inside their own system. This is initated by the current domain holder. A "push" is different from a transfer since it involves the domain to remain at the same Registrar.

                              However, to move a name from one registrar to the other, the process usually involves the new registrar to submit the transfer request, as stated previously.

                              Every transfer I have ever made (to Namecheap, to Enom, to Godaddy, and to Domainsite) has involved making the request at the new registrar.

                              Keep in mind, you can often "push" domains from reseller accounts to the parent registrar. A perfect example would be moving a name from BlueRazor.com to GoDaddy.com.

                                This is a gross exaggeration of the rule. The main change in ICANN's policy is that it requires the registrar currently holding the domain to release the domain if they receive a transfer request and the email sent to the domain owner is not responded to within 5 days. However, before the holding registrar can get a transfer request, the administrative contact must approve the transfer with the gaining registrar and the domain must be valid for transfer.

                                  2. Go Daddy just made it so you can insure your domains cannot be stolen from you.

                                  What exactly am I missing, what is so bad about that?

                                  I should also mention, it takes two seconds to lock down your domains and its free.

                                        I agree to some extent. But you have to keep in mind people are being told to be scared about this, so it shouldn't be a surprise that they are concerned.

                                        For example, look at the form email Network Solutions sent out to their customers:

                                        "Dear Valued Network Solutions Customer:

                                        ICANN (the Internet Corporation for Assigned Names and Numbers) has changed the domain name transfer policy for all accredited domain name service providers. We are concerned that this policy change puts your domain name at greater risk for being "slammed" (fraudulently transferred). The prior policy allowed you to expressly approve a transfer request with your current domain name service provider before any transfer would occur. The new policy, however, eliminates this express approval safeguard, removing an additional protection against unauthorized transfer requests..."


                                        Most 3rd party articles I have read on the subject express a similar cause for alarm.

                                              I've been through the process you described myself a number of times. I think my little exercise didn't prove much.

                                              Another point is that the current registra wants to keep the biz as others have said. Instructions for changing ownership at my registra say for the owner to start the process. Think that forces the receiving party to have an account there.

                                              I have just checked around and read the instructions at a couple registras. What is obvious is that the instructions aren't upto date as they didn't match up to the online forms. Further, all are trying to hangon to as much business as they can.

                                              Still researching this. I took the time out to make sure all domains were locked and info was correct.

                                                  There is a little confusion here that maybe can be cleared up simply:

                                                  To transfer a domain under the new policy, the NEW registrar has to make sure that the person transfering actually owns the domain. Before, if I remember correctly, the OLD registrar had to do that.

                                                  This does not make the new rule a bad rule. It might actually be better than the old way.

                                                                                I got this message too. I don't trust GoDaddy and believe there must be something in it for them(retaining customers maybe?).

                                                                                From Icann's website:

                                                                                2.1 Obtain express authorization from either the Registered Name Holder or the Administrative Contact (hereafter, "Transfer Contact"). Hence, a transfer may only proceed if confirmation of the transfer is received by the Gaining Registrar from the Transfer Contact.

                                                                                Suggests to me scare tactics and BS from GoDaddy again. I could be wrong, this is just my opinion, but I won't be making any changes to my domains.

                                                                                    Remember *if* the transfer request is not specifically approved or denied by the registrant on receipt of a request email, then the window for manual intervention times out after five days.

                                                                                    After this time it goes through, automatically.

                                                                                    In theory each registrar will monitor for bounced transfer requests and act accordingly but that is no guarantee .

                                                                                              Some people had domains and kept renewing them long before "domain locking" was available - and their registrars may not have enabled them by default.

                                                                                              Couple this with the fact that this new policy is the exact opposite of the current policy and you have a BIG fucking problem about to go down soon.
