I was just thinking of it as a whole! In that case I change my argument let's look at GDP-Per Capita (which is your argument):
Niger comes in a $900 GDP-Per Capita
and East Timor at $400 GDP-Per Capita
I still win, Niger is NOT officially the poorest country.
