Easiest way to edit PDF files?

I have a PDF file that is basically a form that I need to fill out. I would rather fill out the form digitally than by hand. What program do I need to "fill in" the PDF? It looks like Acrobat does it but I do not have the full version of that. Looking for something free... I do have the full version of Microsoft Office.

I have never seen anything that can markup pdf's other than the full version of acrobat (ended up just buying it). I was looking for one not that long ago so here's a bump hoping you find one.

export to photoshop, edit in own text layers, export to pdf.

but really you should just buy acrobat pro
