Figured it out, that was bothering me for a minute, hint, look closely, symbols change everytime you refresh or try again. ;)

more symbols for certain numbers....simple probability 2+3 = 5 23 - 5 = 18 2+4 = 6 24 - 6 = 18

There are only a few numbers that you can actually choose due to the way they are created. if you notice loads of numbers have the same symbol. These are the ones that the formula will generate. That is how it works.
