    SELECTIVE SERVICE SYSTEM


    Computer Matching Between the Selective Service System and the
    Department of Education

    AGENCY: Selective Service System.

    ACTION: Notice.

    -----------------------------------------------------------------------

    In accordance with the Privacy Act of 1974 (5 U.S.C. 522a), as
    amended by the Computer Matching and Privacy Protection Act of 1988
    (Pub. L. 100-503), and the Office of Management and Budget (OMB)
    Guidelines on the Conduct of Matching Programs (54 FR 25818 (June 19,
    1989)), and OMB Bulletin 89-22, the following information is provided:
    1. Name of participating agencies: The Selective Service System
    (SSS) and the Department of Education (ED).
    2. Purpose of the match: The purpose of this matching program is to
    ensure that the requirements of Section 12(f) of the Military Selective
    Service System Act [50 U.S.C. App. 462 (f)] are met.
    3. Authority for conducting the matching: Computerized access to
    the Selective Service Registrant Registration Records (SSS 10) enables
    ED to confirm the registration status of applicants for assistance
    under Title IV of the Higher Education Act of 1965 (HEA), as amended
    (20 U.S.C. 1070 et seq.). Section 12(f) of the Military Selective
    Service Act, as amended [50 U.S.C. App. 462(f)], denies eligibility for
    any form of assistance or benefit under Title IV of the HEA to any
    person required to present himself for and submit to registration under
    Section 3 of the Military Selective Service System Act [50 U.S.C. App.
    453] who fails to do so in accordance with that section and any rules
    and regulations issued under that section. In addition, Section
    12(f)(2) of the Military Selective Service System Act specifies that
    any person required to present himself for and submit to registration
    under Section 3 of the Military Selective Service System Act must file
    a statement with the institution of higher education where the person
    intends to attend or is attending that he is in compliance with the
    Military Selective Service System Act. Furthermore, Section 12(f)(3) of
    the Military Selective Service System Act authorizes the Secretary of
    Education, in agreement with the Director of the Selective Service, to
    prescribe methods for verifying the statements of compliance filed by
    students.
    Section 484(n) of the HEA [20 U.S.C. 1091(n)], requires the
    Secretary to conduct data base matches with SSS, using common
    demographic data elements, to enforce the Selective Service
    registration provisions of the Military Selective Service Act [50
    U.S.C. App. 462(f)], and further states that appropriate confirmation
    of a person's shall fulfill the requirement to file a separate
    statement of compliance.
    4. Categories of records and individuals covered:
    1. Federal Student Aid Application File (18-11-01). Individuals
    covered are men born after December 31, 1959, but at least 18 years old
    by June 30 of the applicable award year.
    2. Selective Service Registration Records (SSS 10).
    5. Inclusive dates of the matching program: Commence on January 1,
    2005 or 40 days after copies of the matching agreement are transmitted
    simultaneously to the Committee on Government Affairs of the Senate,
    the Committee on Government Operations of the House of Representatives,
    and the Office of Management and Budget, whichever is later, and remain
    in effect for eighteen months unless earlier terminated or modified by
    agreement of the parties.
    6. Address for receipt of public comments or inquires: Richard S.
    Flahavan, Associate Director, Office of Public and Intergovernmental
    Affairs, Selective Service System.

              That bill, which was almost 2 years old and written by 2 democrats, was actually defeated a few weeks ago by an overwhelming majority (1 or 2 voted for it).

                                  Since 1980, every 18 year old receives a selective service card in the mail; it expires for the individual seven years later and he is no longer in the system. Read more about it, and see the following quote at http://www.sss.gov

                                  "Since 1980, the Selective Service System has discharged its mission of preparing to manage a draft if and when Congress and the President so direct"

                                  In other words, it must be approved by both the house and the senate, then by the president. There is no way in hell congress will aprove the draft unless WWIII broke out.

                                    If you guys realized how hard it is to get into the military now you'd realize that all congress has to do is up the military budget and the military could relax some of the requirements and there will be zero need for a draft.

                                                              It has been estimated that the US congress could triple the size of the military by simply raising the troop limit and lowering the currently high standards. Doing even that would be extremely expensive and unnecessary. The possiblity of a draft in the near future is approximately 0%. Also the president can't start a draft. That's up to congress and we've seen what congress thinks of a draft a few weeks or so ago. Kerry's not an idiot. He knows all this. He lied to win an election and it didn't work.

                                                                      You are correct. Congress controls the end force level of the miltitary. By raising the end force level and as you stated by lowering the standards...in addition to raising pay and enlistment bonuses...there is not a need for a draft in the foreseeable future. The only way a draft would be re-instated is if a major conflict develops and at this point in time that is not likely.

                                                                            There won't be a draft. For the simple reason that the Iraq war is one based on opinion, not a factual attack on America. The administration knows it would never get the backing for a draft from the American people.

                                                                            If we were invading Afghanistan with everything we had, for example, and we knew for sure Osama was there, and a draft was needed - it would probably go through. Because that would not be based on opinion, but a factual attack on the US (9/11). Truthfully, you probably wouldn't need a draft. As in WW 2, people would join up handily.

                                                                            Regarding the quote above, Iraq is no WW 2, or American Revolution. It's a war based on the opinion of a threat, rather than a direct attack against the US. Historically, this is always troubling to Americans, and historically, we don't do well on this basis (Korea and Vietnam).

                                                                            I'd also like to point out that, historically, wars fought against a true threat to the United States (eg, based on a direct attack) are rarely protested by Americans, and generally there's no bones made about serving if you're called.

                                                                            This is a tired arguement (grow some balls, remember our forefathers) and is just a PR tool to make people ashamed of not engaging in blind nationalism. It's only used or needed for wars where opinion, rather than actual, proveable threat to the US, is the basis.

                                                                            Americans don't like to go to war. Who does? After WW 1, we weren't really interested in WW 2 until Pearl Harbor. Basically, America needed a good reason, and Europe getting their ass kicked by Hitler wasn't enough. Pearl Harbor was.

                                                                            The point being, the formula is: attack us directly, you awaken a sleeping giant, and there's no lack of 'balls', historically. But if the direct attack ain't there... Americans are going to question it. Which makes plenty of sense to me. Has to do with brains before balls - which helps you keep your balls attached to your body.

                                                                            Back to the overall point of the thread - Iraq isn't a compelling enough war for America to back the draft. It isn't going to happen, IMO, because Iraq didn't attack the U.S. Post Vietnam, without that kind of direct threat, Americans from all walks of life, on both sides of the party aisle, are going to be pretty unsupportive of the subject.

                                                                                      I don't - read my post. The Iraq war won't get the backing of America for a draft, regardless of whether the administration wanted one - which they don't.

                                                                                      My prediction is that we'll do a McGuyver on Iraq, hope the duct tape holds, and bail. What happens to them after that is anyone's guess. My opinion is, once we leave, Democracy will be overturned by insurgents, and Iraq will go back to a Dictatorship.

                                                                                          This is not a slam on Israel, or an opinion on invading Iran. I just don't think we'll go in there. Israel would do the job due to fear of nukes, if we promised to back their play in terms of PR on the world stage.
