Using opensource scripts like phpbb is dangerous, because they often have exploits that allows scriptkiddies to use wget through apache. So as long as you stay away from scripts that often have exploits (mostly opensource scripts) you do not have much to worry about regarding wget.
By the way, comus uses wget as well, as well as many other scripts.
