may happen, but I feel that would be better than them infecting anyone else. Sounds harsh, but most people will do what they are going to do, whether or not they have counseling.
To give the power to the people to help them from becoming infected in the first place is a better way. Who knows if people will even use them? With the few people going around and (non)purposely infecting others, these tests could help prevent that(Only if people actually used them of course, like condoms).
Sure people can use condoms, but even they are only 85% effective if used properly.
I think it is important to have all available options. I can personally wait the ten minutes to see if the current play mate is going to kill me slowly or not.
